Addendum: AT LAST

Both Tolliver and Bridges voted against the awarding a city consulting engineering contract to Pennoni Associates. Since  these contracts can be awarded without competitive bidding, It would  seem that the Green/Robinson-Briggs era favorite has no pull with the present administration
