Last Monday at the agenda setting meeting there were 9 communications from the Mayor ; six individual ones for appointments to the PMUA, one with three appointments to the Shade Tree Commissions, one with nine appointments to the"Plainfield African Caribbean Commission and the last one of nine appointments to the 'Plainfield Community Response Team".
Despite the fact that the present PMUA Commissioners' terms are not up until February and therefore there would be no vacancies, and there has been no alteration creating 5 additional Commissioners there were three improbable votes for placing this on the agenda. If Reid had been present it is most likely that the needed fourth vote would have been cast in favor. Only in OZ!
Likewise the other three request failed by that 3:3 asinine voting even thought all were defective in missing terms and or dates. Moreover Vera Greaves who presently is the 1st and 4th Ward Councilor at large was nominated to Community Emergency Response Team, and Charles EKE at present a PMUA Commissioner was nominated for the PACC. If these two were to be elected they would have to resign from their present posts or be in violation of the City Charter, Only in Oz!
Miraculously the same communications from the Mayor are on tonight's agenda. I did not read the verbiage to see if corrections of the deficiencies took place, but I would be surprised because Greaves' and Eke's names are still listed..
Could it be that Reid will be present and they will pass 4:3? Only in Oz !
There are two new resolutions that were apparently approved by the Council during the discussion about the Mayors recommendations. These are Councilmatic Resolution
s appointing to the Housing Authority Dollie Hamlin to fill an unexpired term ending 7/1/16; and Joylette Mills Ransome to an full but I assume vacant 5 year term ending 7/1/18. .
Due to Ransome's occupational relationship there may an ethical question involved in the voting.
Someone has remarked "a little bit of everything for every body".

10am. I may have been misinformed re Mills-Ransom and there is probably no conflict. Hamlin poses another question; can she be a commissioner and (as I have been informed) still be purchasing agent for the PMUA?

ReplyDeleteCan't let pesky little things like details get in the way of the New Age of Cooperation...couldn't imagine the Local Dem's representing themselves, I mean us, in a more profound fashion. We can't hold back progress... new administration coming in.. have to pass the "My Hands Were Tied" items quick before the end of the year.
The inappropriate nomination of PMUA Commissioners whose terms are unexpired is a conspicuous ploy to insure the extension of their tenures thereby preempting Mayor elect Mapp from making his selection at the legitimate times. Why is so important to the Green team to maintain these seats? Is the motive that these Commissioners have a compelling desire to be of service to the people of Plainfield. or, are there more sinister motives? Three of the sitting Commissioners still receive illegal benefits packages which typically cost in the order of $15,000 to $18,000 per year in addition to their $4500 direct remuneration. Not to mention the expenses incurred attending "conferences" and "educational" programs ( AKA Party time ). Perhaps more compelling is the ability of the team of Commissioners to obfuscate misdeeds, and to wield power. The power to dispense patronage invariably has reciprocal benefits. The most closely guarded secret is the method by which the apportionment is made to Shared Service and Household Collection fees. The Shared Service fee is on inspection ludicrous. Repeated efforts to obtain an analysis of the apportionment have met with stone walled rejection. It is essential for the survival of the PMUA to misappropriate the costs of their operations. The Household Collection fee is undervalued and the Shared Service Fee is overvalued. If the Household Collection Fee were appropriately allocated, which would make the household collection fee significantly higher, there would be a massive OPT OUT. People would flee to private haulers who charge less. Hence, the Commissioners, Executive Staff, and collaborative Consultants refuse to disclose the figures which justify the apportionment of the fees currently charged. It is no accident that the household collection fee over the years has been virtually identical to the fee charged by private haulers. I do not know if the audit currently being conducted addresses this issue. If it does, and if it were discovered that by arrangement these fees have been distorted I wonder what the ramifications might be? Mr. Eckes whom I understand specializes in Rico cases might shed some light on this. Bill Kruse
