Saturday's weather influenced my decision not to make the pilgrimage to the Library and read the background material for the Resolutions to be discussed at the Dec.16 Agenda Setting Session.
If the resolution(s) setting order of business at the Council meetings includes a public comment period before the resolution and ordinances to be considered are discussed that will be the first great positive sign for 2014.
I expect that added to the agenda will be a communication from Mayor elect Mapp requesting approval of his Department Directors and City Administrator as well as his Chief of Staff.
The latter may well be controversial and will somehow have to have funding in the temporary budget for January.
I also expect that Mapp will submit his resignation as 3rd Ward Councilman effective perhaps Dec. 17. That would give the Democrat City Committee time to convene and make its selection of three individuals as replacement candidates for the Council's selection. Will Mapp have to recluse himself from that vote? He probably should because he will not be a member of the Council that will have to seat his replacement.

I disagree with your suggestion that Mapp should recuse himself on selection of his replacement because Mapp won't be on the next Council.
ReplyDeleteIf he were a lame duck councilman and a replacement for another councilperson was up for consideration, would you expect him to recuse himself then?
It doesn't matter if Mapp will be on the next Council or not; it is the current Council that is acting and he is a member of that Council.
Consider, this Council can not vote on a replacement since there will be no vacancy at the time of the meeting. Thus the comment is a non sequitur.

ReplyDelete12:55pm It is the sitting Council who votes on one of three party nominees to fill a VACANCY. While Mapp is a member of the Council there is no vacant 3rd ward seat. A vote to fill a potential vacancy would be illegal.
ReplyDeleteDepends on the effective date of his resignation. If there is a vacant seat after that date, of course he can't vote on filling it.
