We are almost at the end of the first 9 months of the Mapp era. There remain a plethora of unanswered questions that were inherited or
promised for this year. Most should be answered by Administration, others by
Public Authorities or Boards, a few by Council, and of course some by
developers. The Public is entitled to comments if not answers.
For example; regarding the ‘Monarch” although we know that
Council has approved arbitration about
Dornoch’s claim for I believe over 200K owed for finishing the Senior Center we
do not know the basis for that claim. Did not the $1 agreement provide for a
functional Center to be owned by the City as a condo partner?
Why has not the City gained possession of the area
designated for the Veteran’s Center? If
the agreement brokered by Jerry Green through the Union County Development Authority
was for a deluxe condo development not rentals, has not Dornoch broken their
contract? Its provisions regarding that space can no longer be met.
There were several attempts to pass an ordinance granting the tax abatement, the last one was finally withdrawn by Administration in Sept. 2009. I thank Bernice for her references to her old files. I have posted my 4 blogs from that period.
What has happened to the pre-election promise of a forensic
audit of the City’s finances? To date all we have had is a word that Recreation’s
finances are being reviewed and we should have a report by October?
At the Planning Board a recommendation that a clear title
search should be made before the Consultant’s recommendation of rezoning
portions of the Muhlenberg Campus be enacted. Who was to do it and was it done?
What happened to the street resurfacing program in 2014? Who
was responsible after Director Jackson was granted leave and his subsequent
resignation? Were plans made? Were grants sought?
The Bombshell appointment of the “most qualified person” begets
the question about when and if PFQs were requested for the Directorship of the
Department, or where and how often the vacancy was publicized? And what
responses where received?
What is the status of the Tepper basement? How is it carried
on the City’s books?
What is John Stewart's position and functions since the Council refuse to fund the Chief of Staff position?
Space is limited but what has happened to all the various grants
to Developers for Apartments in Center City and for other properties such as the Appliance-A-Rama
warehouse on Front Street? Is there a
time limit on their rights to the specific plots? In other words can they be
the approved developer in perpetuity excluding any other viable party?
Included in the above is the proposed Senior Housing in the parking area
behind the stores on Front street east of Roosevelt Ave? If this is not a
viable project how could the proposed one by PHA be a good deal? Why was the Town House development never consummated? Has PHA an answer?
Has there been any organized plan to try to revitalize
needed health care facilities in Plainfield, a hospital? Who is in charge?
I could go on but will an Administration that promised "transparency" provide some answers to
these?
All good questions Doc, and all deserving of answers. As a community we seem to prefer being blindsided, and then our elected officials have an opportunity to launch into spasms of indignation and moralizing. It's sort of the "I never got the email" syndrome.
ReplyDeleteTwo suggestions I've spoken the the Council about in the past, the past past, and the past past past (in other words, it's fallen on deaf ears), is to schedule a series of departmental and divisional hearings six months after the adoption of the budget in order to ask such questions and get updates that are free of the wrangling that usually marks the budget adoption season. The second is a monthly grant status report that would follow all grants from application to completion, spelling out the terms, time, purpose, and utilization, so we know where things stand and how successful we are capitalizing on funding opportunities.
A little less drama and more forethought might be a good thing in City government.
Good blog, Doc, and as usual, good thoughts from Alan.
ReplyDeleteMy fear is that what we hoped for in this administration may not be. The hiring of Watson has put grave doubts and a black cloud over the promise of a great Plainfield rising from the Phoenix.
I am especially interested in the forensic audit that was promised.
Hopefully, the administration will respond.
Mapp is a illusionist
ReplyDeleteA forensic audit would be great, but expensive. Will this Jerrymandering Council pass the funds needed or let Jerry and
ReplyDeleteSharon slide. I also don't understand the Watson appointment. These questions should be sent to the mayor and see if he is willing to respond. I hope Taylor is voted out and maybe we can get some things done in this town. Our Council President can't be trusted to do what's best for Plainfield, and others are equally not worth trusting.
I heard that Taylor didn't like the template flyer for the 2nd Ward event this past weekend and wanted her name removed for a standard template. Doesn't sound like a politician running for office; it just sounds petty. We can pray for a miracle and hope this Council and any new people coming in January start working for the people. Don't hold your breath, but hope springs eternal. I know I pray for the Mayor and Council often to keep my hope alive.
Mayor mapp found money to keep his campaign manager friend in City Hall why can't he find money for filling the pot holes and more police to catch all the vacant house thieves?
ReplyDeleteWhat is the real reason Watson is back? With all his PMUA money he should want to stay retired and be down south
ReplyDeleteI hope the people will get out and vote for a change in City Management. It is time we stop the Green Machine from destroying our city. We can all vote for a change or you can cast your vote by staying home and letting things stay the same old way. Reggie
ReplyDeleteThe streets in Plainfield aren't even safe to walk on with so many potholes. At least some of them were getting done under the previous administration, but this is the worst I've seen in 30 years. I too would like to see the results of an audit. At a minimum I'd like to see it begin.
ReplyDeleteI actually think it'd be great if we compiled a list of the questions ( that we simply know will never be answered ) from the McWilliams Administration, SRB's and Mapps.. .then list the ones that were being looked into/investigated/studied and who claimed they were...it'd be funny to say the least... would make a cool flow chart.
ReplyDeleteI agree that would be great all three administrations or 16 2/3 years. If sent to me I will collate them for a future blog, noting which ones I think desaerved FU.
