As expected very brief Council meeting with four warm live bodies present and three Councilors Brown, Williams and part of the time Reid from stormy South Carolina via speakerphone.
Resolution 392-13, the transfer of funds was passed in its entirety by a 5:2 vote. Storch and Williams casting the two negative votes. Mapp provided the needed fifth yea vote after a speech that although he was against many of the items in principle he was voting for it in order to the city's finances to be in order for the new administration.
Regrettably there are a lot of unanswered question in this customary usual "House Cleaning". Example; the 163+K designated to go to PMUA as a cleanup vendor was supposedly covered by a FEMA grant. However there was no line anywheres to account for that money. If it was received in 2012 why was PMUA not paid then? Also why the large shortfall in phones? Were cell phones being used for personal calls, or excessive data transfer, texting? There is more being ignored, as has gone unquestioned each year.
Mapp promised to have a CFO in place ASAP Jan.2014 stating that none of the fiscal irregularities that ,marked the present administration would be permitted in his. The ordinance establishing a new salary range for the CFO, as well as the ones creating the position of a Chief of Staff and its salary ranged passed 6-0 (Reid had lost contact).
The final Ordinance 2013-21 was Tabled after the Corporation Counsel explained that as written it was illegal. Cecil Sanders who revealed that he was one of principles in the supposed redevelopment group..had his attorney speak for the Ordinance and its legitimacy.
It was Tabled 6:0.
At the Public Comment Session it was learned that Director of Public Safety Hellwig was away using accumulated sick days etc.
The question was raised if Acting Director Gilliam had taken a leave as a Police Captain since the position of Director of Public Safety and the Police Director required a civilian. No City Official present had an answer. We will know Dec. 2 at the Agenda Session.

wait a minute.. I'm against fiscal chicanery but voting for the fiscal chicanery so that there is no fiscal chicanery on my watch... Uhhhhh.... okaaaaaaaaaay
ReplyDeleteAs I suggested in previous posts... The clarity that Mapp suggests will be in comparison to the SRB administration, not what we, the average person, sees as clear and upfront. Everyone be prepared for him and the party stalwarts to use the words, "Yes, but in comparison to the previous administration.." to explain MUCH of which has no logical explanation.
