CHANGE IN PLANS-SPECIAL MEETING





Today was to be the third installment of “The ACA Today” The subject matter is complex and since this notice of a Special meeting arrived in my in box Friday I will postpone that blog until one of the three “free” days next week when there will be more time

Instead I will make some brief comments on this meeting

NOTICE OF SPECIAL MEETING

PURSUANT TO ARTICLE 2, SECTION 2:2-10(A) OF THE ADMINISTRATIVE CODE OF THE CITY OF PLAINFIELD, 1971, A SPECIAL MEETING IS HEREBY CALLED BY THE PLAINFIELD CITY COUNCIL ON tuesday, november 26, 2013 AT 7:00 P.M. IN THE CITY HALL LIBRARY, 515 WATCHUNG AVENUE, CITY OF PLAINFIELD, for the purpose of considering and acting upon THE FOLLOWING:

1. RESOLUTION AUTHORIZING TRANSFERS BETWEEN THE CY 2013 APPROPRIATIONS OF THE GENERAL FUND OF THE CITY OF PLAINFIELD.

2. AN ORDINANCE AMENDING THE SCHEDULE OF SALARIES AND WAGES ADOPTED PURSUANT TO ARTICLE 14, CHAPTER 11 OF THE MUNICIPAL CODE OF THE CITY OF PLAINFIELD, NEW JERSEY, 1971. (CHIEF FINANCIAL OFFICER SALARY BAND)

3. AN ORDINANCE TO AMEND AND SUPPLEMENT CHAPTER 2, ADMINISTRATION, ARTICLE 3 MAYOR, TO ADD SECTION 6, CHIEF OF STAFF OF THE MUNICIPAL CODE OF THE CITY OF PLAINFIELD, NEW JERSEY, 1971.

4. AN ORDINANCE AMENDING THE SCHEDULE OF SALARIES AND WAGES ADOPTED PURSUANT TO ARTICLE 14, CHAPTER 1OF THE MUNICIPAL CODE OF THE CITY OF PLAINFIELD, NEW JERSEY, 1971. (CHIEF OF STAFF SALARY BAND)

5. AN ORDINANCE AUTHORIZING THE CONVEYANCE OF BLOCK 247 LOTS 7 AND 9 TO THE HOUSING AUTHORITY OF PLAINFIELD SUBJECT TO CONDITIONS.

Ordinances require two readings before passage; if these which are being reintroduce were to become effective Jan. 1, 2014 they could not wait until the December meeting which would not provide enough time.

It would appear that the presence of the one increasing the salary range of the CFO and the second creating a Chief of Staff and the Third establishing a salary range would suggest that perhaps the Tea Partyers on the Council might have developed a sensed that they were elected to act in the interests of the City and express their petty vindictiveness.

I do not remember an Ordinance transferring property to the Housing Authority  but that may be due to the confusion at that Nov. meeting

I cannot comment on the Resolution making yearend transfer of unused funds from one line to an underfunded line until I can read it.

Due to the fact that $50,000.00 of available funds was allocated to Recreation in November; the Resolution has to have been altered from the one that failed to pass in November

The question to be answered is if the contentious items such as the Police, PMUA, and Media have been altered. If there has been no change either there has been an adequate explanation why the funds are needed.

That is information that we all would like to know or if not is it politics as usual?
