SALARY/STIPEND BOE

Recently I had questioned the rational behind the BOE's action in awarding annual salary plus a stipend to both the Interim Superintendent and the Interim Vice Superintendent for the 2011-2012 school year.  Assemblyman Green has also questioned that action.

One or more "Annons" have defended the BOEs non response claiming that such questions should only be asked during the public comment session of the BOE's meeting, Inferring, that bloggers do not have a right to criticise or question actions of elected or public bodies. .In a free society. questions about policy and procedures should not be restricted to a time limited comment period. Items of public concern are always open to questioning  and do not deserve a Watergate defense of privileged material..

Both Salary and Stipend refer to a defined payment for services implying a contract agreement. Therefore what is the rational for one position being awarded both? It is true that a stipend is often the term used for payment for a part time job or an extra position other than for the one the salary is designated. Since both persons have been "hired" for the designated position there can be no rational for a "stipend" unless there is a desire by the BOE to play with the numbers in an attempt to obfuscate actual payments. Perhaps a "Stipend" unlike salary  does not require pension benefits payments?

Thanks to Maria's OPRA efforts to make public the minutes of the BOE meetings, it has become apparent that this double reimbursement practice has been for at least two "watches" before the Gallon era an unquestioned policy for upper executive personnel.. if you have time to wade  through all the verbiage read the BOE minutes which  Maria posted yesterday .  Once more one must  wonder if the BOEs of the past decade or two understood their fiduciary responsibilities.Is tradition so great that he present Board continues to deceive the public.

The posing of this question  seems to have also created a rebirth of the pro-anti Gallon debate. Irrespective of the merits of the case that led to Gallon's dismissal, he was doomed before he started, Granted that he did have progressive ideas and if given the opportunity of time would have revitalized the PSS, However, there was a hard core of destructive antagonism  against any outsider which unfortunately may have had the support of some of the BOE. In addition he may have come across as arrogant due to his flowery speech habits.

But Gallon was also stupid;  he had to bring his three lady friends with him from Florida Then with the cooperation of the BOE he newly created for them jobs which the State had not authorized as part of a school system's organization. The BOE has to share responsibility for Gallon's failure and the continuation of the practice of wasting educational funds on early termi9nations and associated legal fees.

Since this Board  has authorizes an unique action it, not the Interim Superintendent  owes the tax payers  an explanation.

  1. I am so tired of the taxpayers of Plainfield being ripped off from the BOE and not knowing unless someone has filed an OPRA. If our super or vice-super can't live on over $100,000 a year then fire them and find someone who can and doesn't need a stipend. STOP RIPPING US OFF!

  3. Point of clarification the stipend reflects the difference between the salary of the interim-superintendent and her board approved salary. The stipend does not count towards her pension and is not illegal or unethical. In any interim or acting position the stipend is the difference between the person's board approved title and the interim position. It is standard practice throughout the nation.

  4. 1:27 PM: Your explanation is one that I alluded to in my blog. My point was that the salary approved made no mention of the post for which it was applicable. The BOE could have made clear that the stipend was for the difference between the persons job description reimbursement and that of the Superintendent etc. There would be no question if the total was within the new guidelines.

    You apparently are a member of the BOE or part of administrative PSS.
    Perhaps you can tell us why the total reimbursement is not the basis for pension plan deposits?

  5. 1:27pm: There is a distinction between an "Interim" and an "Acting" position. In the latter a person who is from within the system,and so appointed should have an adjustment between the salary for their designated job and that of the "acting" role. The Stipend fills that role.

    As for an "Interim" appointment the salary should be equal to the level for that position. The Interim appointee if from in the system no longer has his/hers previous position which may be filled by another person. Interim implies that the individual is filling that post until a permanent appointee is made. An Interim individual may come from either in or out of the system.

    There is a distinction between 'Salary" and "Stipend" per diction ary. It is more than semantics.

    They were not "hired" they already are employees --they were appointed. Check out that distinction.

If you look at the way you've written a lot of your blog post people could easily assess the same thing about you, but we assume given you are a doctor that you are not stupid even if you make dumb mistakes. Why could you not allow that same courtesy to this Doctor. That's just rude.

  10. and what was the criteria used by the board for the appointment of a social worker, with no experience as a teacher, vice principal, or principal as the "interim superintendent"?

  11. I know there is a lot of emotion surrounding the Plainfield Public school system but if we could all be a little less personal we may be able to get this school system together. The current pension system only allows a persons salary to be computed. Therefore, any stipend payments for anything, i. e. coaching, summer school employment, extracurricular activities etc. do NOT contribute to a persons pension. It only computes your salary.

  12. How about this Principal-- I mean ANON 7:27 AM -- That she passed the State Board Exam to be CERTIFIED as a CSA. For someone with no experience in the areas you've named she certainly is navigating through her responsibilities - responsibly!
