COUNCIL MEETING

Monday's agenda appeared Sunday on the City site.

Of note is the sparse number of Resolutions (11) for consideration. and the introduction for first reading of an Ordinance to amend and/or supplement Chapter 17 of the present Land Use Ordinance. Not having seen it I would presume that this refers to changes downtown needed to accommodate the developer. (9/4/10: 7:00AM) Plaintalker this am has clarified that this represents the ares of Front Street east of Watchung. That a 2005 Plan we paid for was never entertained.

There is of course a Resolution to adopt temporary emergency appropriations for November, the 5th month into the fiscal year.

For final reading is Ordinance MC2010-26 to exceed the municipal budget appropriations limits and to establish a cap bank for FY2010. Could it be that until this Ordinance is passed no budget would be possible? If so why did it take Administration until September to propose it?

Time will be given to the Council's Ad Hoc Committees reports. Usually the only one presented in depth is that of the Administration and Finance Committee. Since I will not have time to go to the Library I can not opine on these reports

Items for discuses that may take time are(a) A proposed Commercial Vehicle Parking Ordinance. I supposed that this is to update the present Ordinance. (b) the Recreation Committee/Commission (20 minute limit) and (c) Fiscal oversight (45 minutes limit).

Significantly absent is any mention of a Resolution that I believe was adopted last month to investigate the expenditure of $20,000.00 for the radio station and who paid it.

Perhaps there also will be an accounting of the city's expenses for Saturday's rally. This is not meant to be critical about the intent a purpose of the Rally or the promoters. However, once again Planning seemed to be haphazard and on the spur of the moment without consideration of impact upon city finances. No matter how good the intentions of the organizers are, there are established procedures which must be followed and usually Council approval obtained.
