What is noteworthy for Monday night is what is not on the agenda; there is no request for the status on a search for a City Administrator or Director of Public Works etc. We are now entering the fifth month of 2011 without those important administrative positions being filled. There is no way that any logical budget for FY 2012 will be presented for adoption. Instead we are doomed for another year of fiscal irresponsibility.
The one capable financial official holding office is at best only a stopgap, not available full time nor even in person at Council meetings. How can all the present members of the Council be complacent with the situation?
There is no mention on any action to implement the CFO's recommendation to change to a Calendar Fiscal Year starting 1/1/12.
Back to what is on the agenda;item E, a proposed Resolution for submission and accepting a grant application under FTA for purchase of equipment for transportation of Palinfield Senior Citizens. GREAT!. There is a caveat however; the letter announcing the availability of the grant was dated 3/25/11 stamped received 4/5/11 and date due is 5/6/11 before the next business meeting. Since the application form in the packed is dated as adopted May 2, 2011 does not the call for this meeting have to mention that action will be taken on this item? Once again the meeting schedule is not flexible enough to prevent his type situation. Once more the Council will be doing something technically illegal to meet a deadline.
On the better side is a proposal to do something to restore a Plainfield Treasure,the Lampkin House on Terrill Road.
One the fiscal negative side is a proposal to award a contract of$59,555.00 to Crossroad Construction for miscellaneous repairs and corrections of various items in completion of work in the 2006FY roads improvement project. This is for work the original contractor did not finish and after litigious process between the city and the contractor the outstanding balance was settled for $145,1546.00 to the contractor. What the amount id dispute was is not reported here.
The resurfacing of Roosevelt Ave. is on the agenda.
